HACC Reform

The Home and Community Care program is the major funder of Community Transport in Australia. As such proposed reforms to the program are of concern to the whole Community Transport industry.  Right now there are negotiations going on at the Council for Australian Governements (COAG) about the future of aged care.  One proposal is that the HACC program be divided into two with disability services going to the states and the aged care component becoming the sole responsibility of the Commonwealth.

Many people, including senior bureaucrats we are in touch with, have expressed concern about this.  One scenario could see the Commonwealth drastically reducing the number of agencies delivering HACC services with contracts being given to a small number of Corporate Charities rather than to community based organisations as is common with HACC transport at present.

The intention of this page is to provide some background information to the debate and to keep you up to date with developments. If you hear of anything Contact Us.

PM announces transfer of HACC to Commonwealth

On the 12th of April the Prime Minister announced that the HACC program will be transferred to the sole control of the Commonwealth on July 2012.

Federal Government flags takeover of HACC from States

According to this statement from the National Health and Hospitals Network the Commonwealth is to take responsibility for policy and funding of the HACC program (page 41).
